  2. add garlic and cook for 30 seconds
  3. add broth, cream, tomatoes, pasta, salt and pepper and stir
  4. bring to a boil, cover skillet and reduce heat to medium low. simmer until pasta is tender, about 15 minutes
  5. remove skillet from heat and stir in 1/2 cup of cheese. top with scallions and remaining cheese and broil until cheese is bubbly.
